Reading the Parents and Grandparents sponsorship figure
A closed door and an open file are different things
Intake for new sponsorships is paused, and the pause covers the interest-to-sponsor form as well as applications, so there is no queue to join and no lottery to enter. Applications already in the system continue to be processed against the annual admission targets. The figures on this page describe that existing inventory, and they are not an estimate for anyone applying now, because nobody can apply now.
Why the published wait is measured in years
This program has always been governed by an annual admissions ceiling rather than by processing capacity. Cases are not slow because the work is slow; they are slow because only so many people can be admitted in a year, and the queue holds more than a year's worth. That distinction matters when reading advice about how to speed a file up: completeness prevents extra delay, but it cannot move a case past a numerical limit.
Quebec is its own program inside the same one
Quebec selects its own family-class immigrants, so a sponsorship destined for Quebec runs through provincial selection in addition to the federal steps. The published figures separate the two for that reason, and the Quebec figure is substantially longer. Comparing a Quebec case to a non-Quebec one describes two different processes rather than two speeds.
The route that is actually open
The super visa is the pathway families use while sponsorship is closed. It is a long-validity visitor visa allowing extended stays rather than a route to permanent residence, and it carries its own requirements around private health insurance and the sponsoring child's income. It is not a lesser version of sponsorship; it answers a different question, which is how a parent can be present rather than how a parent can settle.
