Two dates, and the published figure only knows the later one
IRCC measures visitor-visa processing from biometrics rather than from the day the online application was submitted and paid for. Between those two events sits a biometrics instruction letter and an appointment at a collection centre, and that gap belongs to appointment availability in your city rather than to IRCC. Counting from submission is the reason so many applicants believe they are further along than the published figure describes.
The officer has to be satisfied you will leave
A visitor visa is refused unless the applicant satisfies the officer they will depart at the end of the authorised stay, and the regulations put that burden entirely on the applicant. That single rule explains most of what looks arbitrary about outcomes: a complete, correctly filled application can be refused because the evidence of ties, purpose, and funds did not answer the departure question, while a plainer application that answers it clearly succeeds. Nothing about the queue changes this; it is a decision standard, not a waiting time.
Wanting to stay permanently is not disqualifying
Holding a temporary intent alongside a permanent-residence hope is lawful in Canada, and IRCC's own dual-intent guidance exists to stop officers refusing on that basis alone. What refusals in this space usually turn on is the applicant's failure to show they would comply with the temporary status while the permanent route runs its course. Concealing a pending permanent application to look safer is the worse move, because credibility is the thing being assessed.
