One application, three separate offices

An Indian passport application runs through three hands that applicants often mistake for one. The Passport Seva portal takes the form, the fee, and the appointment booking. The Passport Seva Kendra or post-office kendra where the appointment happens verifies original documents and captures biometrics, and its counters end with a status of granted rather than a passport. The regional passport office decides, prints, and dispatches. Knowing which of the three currently holds an application is the difference between chasing the right office and chasing the wrong one.

The police visit is the leg nobody can book

For a fresh passport on the normal track, the local police verify identity and address before printing: the application travels to the police station covering the given address, an officer visits, and the report has to travel back and clear before the print queue accepts the file. The applicant needs to actually be findable at the address during that window. Reissue cases, and categories the rules exempt, run with verification after issue or none at all, which is why one neighbour's passport arrives in days and another's sits for weeks on an application that looks identical from the outside.

Tatkal reorders the queue, not the checks

The Tatkal track buys priority handling with a higher fee and a different document list, and for eligible cases it shifts police verification to after issue. It does not waive verification, and it does not help an application whose documents disagree with each other. The final leg is postal either way: the printed booklet travels by Speed Post with its own tracking number, and that delivery is a separate wait the counters at the kendra have no view of.
