Who needs one, decided by nationality
The Standard Visitor route covers tourism, visiting family, business meetings, and some short courses. Nationals of many countries need one before travelling; others do not need a visa but may still need an Electronic Travel Authorisation. Which of those applies is decided by nationality, not by the purpose of the trip.
The clock starts at the biometrics appointment
UK Visas and Immigration publishes a service standard describing how long most straightforward applications take once biometrics have been provided. The clock therefore starts at the appointment, not at the online submission, and the wait for an appointment slot at a visa application centre sits outside the published figure entirely.
Referrals, sponsorship documents, and priority services
Applications referred for additional checks leave the standard service and are no longer described by it. Sponsorship documents that do not clearly match the stated purpose of the trip generate requests for more information. Priority and super priority services, where available at a given centre, buy a faster decision rather than a different outcome, and they do not shorten the appointment queue in front of them.
