Physical presence, then a ceremony

Canadian citizenship by grant is applied for by permanent residents who meet a physical presence requirement, along with language and knowledge requirements within certain age bands. The process ends with a citizenship ceremony, at which the oath is taken and citizenship actually begins.

An average of completed cases, not a promise

The published figure describes the full grant process for routine applications, measured from receipt of a complete application to the ceremony. It is an average of recently completed cases rather than a commitment, and it does not include time spent gathering documents or correcting an incomplete application that was returned.

Counting absences day by day

Miscounting physical presence is the most frequent problem, because absences are counted day by day and travel records have to reconcile with the declaration. Cases needing extra background verification leave the routine stream. Requests to reschedule a test or ceremony add a full cycle rather than a few days, since both are scheduled in batches.
