Conditional permanent residents with a 2-year card usually remove conditions through Form I-751, or I-829 for certain investors, not I-90. Filing I-90 when the real issue is removing conditions can waste time and create a false sense of safety.
Use I-90 for the card problem: renewal, replacement, correction, name change, lost card, stolen card, damaged card, or similar card evidence issue. Use the underlying immigration route when the problem is status, conditions, rescission, or eligibility.
What the 36-month extension does and does not do
The extension on a qualifying receipt is proof-help while USCIS processes the card. It can matter for employment verification, travel planning, and daily proof of status. It does not approve the I-90, speed the card, or remove conditions from a conditional card.
