Canada renews Palestine temporary-resident measures through 2027
Canada has new temporary-resident measures for eligible Palestinians and certain family members. The crucial distinction is whether you already used the earlier special measures: that determines whether an open-work-permit extension has normal fees or a first-use application can be fee-exempt.

Canada work permits and temporary status: the answer before you make plans
IRCC has new Palestine temporary-resident measures in force from August 1, 2026, to December 30, 2027. First identify which of two groups you are in. Someone who already holds an open work permit issued under an earlier Palestine special measure may apply once for a new in-Canada open-work-permit extension, but IRCC says standard fees apply. Someone who has not previously used those special measures may be able to apply in Canada for a fee-exempt open work permit, study permit, visitor-status extension or temporary resident permit. The two routes are not interchangeable.

Palestinian passport or State of Palestine travel-document holders in Canada with valid temporary resident status, and certain foreign-national family members of Canadian citizens or permanent residents who left Palestine on or after October 7, 2023.

- IRCC's current guidance says the measures run from August 1, 2026, through December 30, 2027. The Minister signed both public policies in Ottawa on July 30, 2026, and IRCC posted page details on August 24.
- Existing special-measures open-work-permit holders can apply once for an extension under the new extension policy if they meet its conditions. IRCC says standard application fees apply to this route.
- Applicants who have not previously applied under the listed Palestine special measures can use the separate first-use policy for a fee-exempt in-Canada open work permit, study permit, visitor-status extension or temporary resident permit, if they meet the policy conditions.
- For a Palestinian passport or State of Palestine travel-document holder using the first-use route, the authorized period of stay must have begun on or before September 30, 2027. The public guidance describes this as entering Canada on or before that date.
- IRCC says a person who applies before current status expires has maintained status while the application is processed, but must continue to meet the conditions on the expiring document.

The extension policy is limited to people who hold a valid open work permit issued under one of the earlier Palestine special measures, apply from within Canada, have valid temporary resident status, and have not already received the new policy's extension. It is also available under its family-member conditions.
The first-use policy applies only where an applicant was not granted an exemption under the listed earlier Palestine public policies. It covers both Palestinian document holders and qualifying foreign-national family members of Canadian citizens or permanent residents under separate conditions.
For qualifying family members without a Palestinian passport or State of Palestine travel document, the IRCC instructions call for proof of the relationship and documents showing the date they left Palestine.
The first-use policy exempts the relevant processing fees for the temporary resident permit, work permit or study permit applications it covers. The published policy does not remove all remaining eligibility or admissibility requirements.
Both 2026 policies say they may be revoked at any time without prior notice. The December 30, 2027 date is their current expiry date, not a guarantee that every applicant will receive a document until then.
A fee-exempt visitor-status extension is an extension of authorization to stay in Canada. It should not be confused with seeking a new temporary resident visa to travel to Canada from outside the country.

Do I have to be in Canada?
Yes. The current measures described here are in-Canada policies. The eligibility wording also requires valid temporary resident status when you apply and, for the relevant routes, when IRCC decides the application.
What does PSE2026 mean?
It is the identifier IRCC uses in its current application instructions for the 2026 Palestine special measures. IRCC tells applicants to include it in the relevant supporting letter or crisis web-form message.
Can I keep working if my permit expires while IRCC is deciding?
If you apply before your current status expires, IRCC says you have maintained status while it processes the application, provided you continue to meet the conditions of the expiring document. Individual circumstances can matter, especially for a temporary resident permit holder.
What this Canada update changes for Canada work permits and temporary status
The distinction between prior use and first use changes the application path and whether an applicant can claim the policy's fee exemption.
A person whose earlier special-measures open work permit is nearing expiry has a specific one-time extension policy. It is not a second fee-exempt first-use application.
The first-use policy can support a change from visitor status to an open work permit or study permit from within Canada, subject to the policy and all other requirements that are not waived.
IRCC's instructions ask first-use applicants to identify the PSE2026 Palestine special measures and the fee exemption in the online application or supporting letter. A complete application remains important because IRCC may refuse an application missing required documents or information.
Temporary resident permit holders have a separate regular TRP process. The IRCC page says they need another TRP to extend their stay even if the issue that made them inadmissible has been resolved.
Canada work permits and temporary status checks before changing your plans
- Start with the official IRCC decision path: do you already have an open work permit issued under an earlier Palestine special measure, or have you never applied under those measures?
- If you are extending an earlier special-measures open work permit, use IRCC's extension instructions, include the required documents, and expect the listed standard fees unless IRCC's instructions for your circumstances say otherwise.
- If you are using the first-use route, follow the exact document checklist for the benefit you want. IRCC's instructions repeatedly require a letter identifying the PSE2026 Palestine special measures and the fee exemption.
- For an online fee-exempt work or study application, answer the applicable public-policy question as directed by IRCC and select the fee-exempt response when the form asks about payment. Keep a copy of the submitted application and supporting documents.
- Apply before current temporary resident status expires if you rely on maintained status. If you have a temporary resident permit, read the separate TRP instructions because IRCC says the ordinary status-extension route does not apply in the same way.
- Check the official page again before filing. These are time-limited public policies, and the policy text says they can be revoked without prior notice.
