Membership is granted in two stages that the published wait treats separately. A background review produces conditional approval, which is not membership and confers no benefit at the border. Only after an in-person interview, where identity and answers are verified, does a final decision follow. The short figure on this page describes the first stage; nothing about it describes how long the second takes to arrange.

The interview is the queue, and it is not one queue

Interview capacity is per enrolment centre, so the practical wait is a function of geography rather than of your application. Alongside scheduled appointments sits an on-arrival option at participating airports, which lets a conditionally approved traveller complete the interview when landing from an international trip. For many people that is the difference between weeks and months, and it is invisible in any published processing figure.

Conditional approval expires if you leave it

Conditional approval is not open-ended: enrolment must be completed within a defined period, and an application left unfinished is cancelled without a refund. That deadline is the quiet risk in this process, because the first stage often clears quickly, the interview feels like an errand, and the clock runs the whole time.

Extra review is a different process, not a longer version

A minority of applications leave the normal path for additional review, and that path is measured in a different order of magnitude entirely. It is not a slower version of the ordinary check; it is a separate examination, and the published range for it exists precisely because it cannot be described alongside the routine case. Travel history, prior customs or immigration issues, and name-matching complications are the usual reasons an application ends up there.
