There is no single H-1B wait
The annual registration lottery comes first. Selection is not an approval, and a selected registration only gives an employer the chance to file a petition during the allowed filing window.
After filing, the petition has its own USCIS wait. If the worker needs a visa stamp, the consular appointment and visa decision are another separate wait.

Is H-1B lottery selection the same as petition approval?
No. Selection allows the employer to file a cap-subject Form I-129 during the filing window. USCIS must still decide that petition, and a worker abroad may then have a separate visa-stamping process.
What does H-1B premium processing speed up?
It speeds eligible USCIS petition action after Form I-907 is properly filed. It does not speed registration selection, an embassy appointment, administrative processing, or passport return.
