No. The average wait describes how long interviewed B1/B2 applicants waited in the previous month. The next available appointment is the estimated wait to the next slot visible in the post's calendar when the data was updated.

Does NA mean there is no wait?

No. NA means the State Department table does not publish a value for that post and category. It should not be read as zero wait.

What these numbers can and cannot tell you

The next-available figure is a snapshot of appointment capacity, not a promise that a particular date will remain open. The State Department says posts add slots regularly, and applicants who already have an appointment can keep checking for an earlier slot.

A published wait also does not include every step before or after the interview. Petition approval, DS-160 completion, fee payment, document preparation, administrative processing and passport return can sit on separate clocks.
