Reading the US Green Card figure
Two routes that share a petition and little else
An approved petition can be finished in two entirely separate ways. Someone already in the United States applies to adjust status, which is decided by the immigration service. Someone abroad goes through the visa centre and then an interview at a consulate, which is decided by the State Department. These are different agencies, different queues, different documents and different failure modes, and the choice between them is frequently made by circumstance rather than preference. A single published figure for a green card conceals which of the two it describes.
The priority date decides when the queue even starts
For the preference categories, processing time is the second gate, not the first. A petition can be approved and then wait years before the applicant is permitted to take the next step, because the monthly bulletin governs whose priority date has been reached. Until that happens, no amount of processing capacity moves the case. Reading a processing figure without knowing where your category and country of chargeability stand in the bulletin produces an answer that is confidently wrong by a margin of years.
Discretion was restated in 2026
A policy memorandum issued on 21 May 2026 reaffirmed that adjustment of status is a discretionary benefit rather than an entitlement, and signalled that officers would apply closer discretionary scrutiny where an applicant's conduct appears inconsistent with the terms of their admission. It created no new eligibility requirement and did not stop applications being filed or approved, and certain humanitarian categories sit outside its framework. What it changed is the weight given to discretion in cases that meet the technical requirements, which is a thing no processing figure has ever measured.

State Department says the December 2025 Diversity Visa issuance pause is no longer in effect
The State Department's Diversity Visa issuance guidance, updated August 31, 2026, says that as of August 28, 2026 the December 2025 pause is no longer in effect, in accordance with the court's order in Medani et al. v. Trump et al. DV-2026 entitlement still ends on September 30, 2026.
