September 2026 has three hard USCIS dates. On September 15, new editions of Forms I-765 and I-539 take over. On September 18, Form I-485 changes edition with no grace period, and the new public-charge framework begins for covered filings submitted on or after that date.

Yes, but USCIS did not abolish RFEs. Since August 5, 2026, an officer may deny a benefit request without first issuing a Request for Evidence or Notice of Intent to Deny when required initial evidence is missing or the record does not establish eligibility.
The policy covers requests that were already pending on August 5 as well as newer filings. If USCIS does issue an RFE, the deadline printed on that notice controls; applicants should not assume the maximum response period used in older cases.
Does the public-charge change affect Indian green-card applicants?
It can affect an Indian applicant, but there is no India-only public-charge test. The legal test turns on the immigration category and whether the public-charge ground applies, not nationality.
For covered adjustment applications filed on or after September 18, officers consider the totality of the circumstances, including age, health, family status, assets and financial status, and education and skills. Exemptions, including many humanitarian categories, remain category-based.
