What a U in this row does and does not mean
EB-2 receives 28.6 percent of the worldwide employment limit plus whatever EB-1 leaves unused, and India's share of that is capped by the 7 percent per-country limit. When the bulletin prints U, numbers are not authorized for anyone in the row, usually because the pro-rated annual limit is exhausted; the annual limits reset when the new fiscal year begins on October 1.
Unavailability stops final action, and it does not undo anything: pending cases keep their place, priority dates keep their order, and the filing chart can stay open while the final action column is dark. What no one can read from a U is when the reopened cut-off will appear or where it will land.
