What sets the pace of the F1 line

The category is allocated 23,400 visas a year plus any numbers the F4 sibling category does not use. Demand from Mexico and the Philippines has exceeded their per-country share for decades, which is why those two columns carry cut-offs years behind the worldwide date.

Marriage moves a case out of F1 on the day it happens: a married son or daughter of a citizen belongs to F3, with its own slower cut-off. The bulletin never says this on its charts, and it changes which row applies to a family more often than any monthly movement does.

My parent is a U.S. citizen and I am under 21. Is this my line?

No. Unmarried children of citizens under 21 are immediate relatives, which has no annual cap and no bulletin cut-off. F1 is the category a child falls into on turning 21 while unmarried, subject to the Child Status Protection Act arithmetic that can preserve immediate-relative treatment for some.

What happens to an F1 case if the beneficiary marries?

It converts to F3, married sons and daughters of citizens, and takes that category's cut-off. The priority date carries over, but F3's line has typically run years behind F1's, so the practical effect of a wedding on the wait can be large.
