One small allocation, many small classes

The category receives 7.1 percent of the worldwide employment limit, the smallest general allocation in the table, and demand from special immigrant juvenile cases in particular has kept it oversubscribed for every country at once. Common questions

Why does EB-4 show the same date for India as for everywhere else?

The whole category's annual limit binds before any single country's 7 percent share does, so the queue rations by date alone and every column prints it. A category oversubscribed everywhere at once looks exactly like this.

Is the religious worker row a different program from EB-4?

It is a subcategory: non-minister religious workers under a program that has required periodic congressional reauthorization. Ministers are covered by the permanent program under the main row. Which row applies is set by the position, and in many months the two rows carry the same date anyway.
