I was born in Europe but hold Indian citizenship. Which column is mine?

The worldwide column. Chargeability follows country of birth, not citizenship or residence, so a European-born applicant reads this row even on an Indian passport, and an Indian-born applicant reads the India row even with citizenship elsewhere.

Can the worldwide column really retrogress?

It has, and the bulletin's own procedures say a category or country that oversubscribes gets a cut-off at whatever date rations the remaining numbers. Late-fiscal-year tightening in high-demand years is the usual shape, and the history table here is the record of it happening or not.
