The arithmetic behind a multi-decade queue

The category receives 65,000 visas a year, the sibling relationship generates more petitions than any other family category, and the per-country limit spreads that demand across the same 7 percent share every country gets. India, Mexico, and the Philippines each carry their own columns behind the worldwide date as a result.

Because the queue is measured in decades, most of what changes an F4 case is not the monthly cut-off but life inside the household: derivatives aging out, the petitioner's death, or the beneficiary's own circumstances changing. The bulletin records none of it; the priority date and the row are the only levers it shows.

Common questions

Is there any way to speed up an F4 case?

No filing, fee, or inquiry moves a cut-off, and no expedite exists for visa number availability. What a family controls is being documentarily complete when the date is finally reached, and keeping addresses current so the National Visa Center's notices arrive. Cases have been pushed to the back of the ready queue for missing exactly that.

Can my green-card-holder sibling petition for me?

No. Only U.S. citizens aged 21 or over can file sibling petitions. A permanent resident sibling has no category to use, which is why some families' timelines start with a naturalization rather than a petition.
