EB-3 India in the Visa Bulletin

EB-3 India covers skilled workers and professionals born in India. Its cut-off has sat more than a decade behind the calendar for years, and it moves in small, uneven steps that only a running record makes legible.

The tables below show the current position under both charts, this month's movement, and the verified history from the primary documents.

A line that trades places with the one above it

EB-3 receives 28.6 percent of the worldwide employment limit plus anything the first and second preferences leave unused. For India the practical story has been the relationship with EB-2: the two categories' cut-offs have crossed and re-crossed, and downgrade filings from EB-2 to EB-3 have surged whenever EB-3's date ran ahead.

The Other Workers subcategory shares EB-3's allocation but is capped at 10,000 a year worldwide, reduced slightly by a statutory offset, and it carries its own row on the charts below.

Common questions

Why would anyone downgrade from EB-2 to EB-3?

Because the categories' cut-offs cross. When EB-3 India's date runs ahead of EB-2 India's, a downgrade can make a case reachable sooner, and when the dates cross back the traffic reverses. The history tables on these two pages are the record of exactly those crossings as they accumulate.

Does my approved I-140 expire while I wait out the cut-off?

An approved petition does not lapse from waiting, and the priority date it established is yours through the queue. Employer changes and portability rules have their own requirements, which are case facts for counsel rather than chart facts.

Transcribed from the Department of State's September 2026 Visa Bulletin document (Number 18, Volume XI), supplied as the published PDF. The USCIS chart designation is verified on its filing-charts page when each month is entered.
