The category's 7.1 percent share of the worldwide limit splits by statute: 68 percent unreserved, 20 percent reserved for rural investment, 10 percent for high-unemployment areas, and 2 percent for infrastructure. China's unreserved column carries a cut-off nearly a decade back because filings from the mid-2010s exceeded the per-country share many times over.

The reserved pools carry little accumulated demand by comparison and have stayed open in months when the unreserved column did not, which is why new mainland-born investors and pre-2022 petitioners can face entirely different waits inside the same category.

Pre-2022 petitions sit in the unreserved pool and read the unreserved row for China. The set-aside rows belong to petitions filed under the reserved allocations created by the 2022 reform, and the pools do not mix.
